Job Description: Director of Regional Services & Partnerships
Position Type and Salary: Permanent Full time, $94,001 - $113,509
Reports to: Chief Executive Officer
Start Date: April-May 2018

Position Summary
As part of the senior team, the Director fosters a culture aligned with the mission, vision and values of Kingston Community Health Centres (KCHC). They apply innovation and business acumen in creating and executing KCHC’s strategic and operational plans, and ensuring high quality across their portfolio and the organization. Directors have organizational wide responsibilities in addition to their operational roles.

The Director is accountable for leading and managing a broad and complex area of accountability. The Director leads various initiatives, building partnerships and collaborating with funders and community partners that support client needs throughout the broader community. The Director applies effective leadership and management skills appropriate for the position, and demonstrates content specific expertise needed for the role.

The Director demonstrates KCHC’s core competencies (accountability, client focus, collaboration, and continuous learning) and identified position competencies: decision-making, innovation, delegation, business acumen, financial responsibility, technical/professional expertise, political/organizational acuity, strategic management, and leadership.

Director Title Portfolio/ Accountability for Director Role
Regional Services/ Partnerships Napanee CHC, Indigenous Health Program, Dental, Ontario Telemedicine Network (OTN), Regional Self-Management, Thrive, and various regional partnerships. Supports key system-level programs (e.g., Health Links and LHIN Sub-Regions).

Key Responsibilities 

Strategic Management

  • Using business acumen and innovation, serves as an integral role in various strategic, operational, and quality plans, and setting priorities for KCHC and in portfolio. 
  • Establishes adaptive and responsive organizational structures to harmonize workflow and workload which support appropriate outcomes. Ensures that staff has the support and tools they need, as well as the capacity and diversity to meet current and long-term organizational objectives.

Decision Making

  • Leads by example in making decisions and solving problems which mitigate risk in situations which are complex and ambiguous, using data to support decision making
  • Demonstrates consistency, fairness, transparency, and promptness in decision making.

Political and Organizational Acuity, Business Acumen

  • Ensures strategic plan and funder deliverables, targets/objectives are achieved. Reports opportunities and challenges in meeting program requirements to the appropriate body (e.g., Ministries) and works toward solutions.
  • Applies political and organizational acuity to benefit the organization and proactively influence decision making across a variety of structures and relationships.

Leadership, Innovation and Collaboration

  • Generates novel and valuable ideas to develop or improve processes, methods, systems and services.
  • As a leadership team member, ensures transparent and effective decision making, accountability, and communication processes are in place across KCHC. 
  • Creates and maintains effective relationships with others, including colleagues, staff, community partners and relevant external agencies, including funders/Ministries. Fosters integration and synergies within KCHC and beyond.
  • Fosters a culture that encourages and nurtures participation, continuous learning, quality improvement, evaluation, creativity, excellence, commitment, an ethical culture, and innovation consistent with our mission, vision, and values.

Financial

  • Responsible for all financial matters (developing, directing, managing) within portfolio and seeks opportunities to maximize impact for financial investments. Ensures financial budgeting and reporting is completed on time and accurately. Oversees grant and funding proposals.

Human Resources and Safety

  • Effectively supervises staff. Delegates appropriate responsibility to meet goals. Develops mechanisms for succession planning which cultivates leadership
  • Oversees and ensures legislative compliance within portfolio, including all client and staff related legislations (e.g., Occupational Health and Safety Act, Employment Standards Act, AODA, privacy, etc.)
  • Responsible for ensuring security & safety for people, equipment & capital assets.

  • Supports the mission, vision and culture of KCHC and shares the values outlined in the AOHC Models of Health and Wellbeing.
  • Demonstrates overall accountability for personal and portfolio goals, including a commitment to quality improvement.
  • Supports a client and community focus by making clients and their needs a primary focus of one’s actions, developing and sustaining productive relationships, and responding to client and community needs. 
  • Collaborates with others and promotes a positive work environment in all aspects of work. Fosters integration and partnerships.
  • Engages in continuous learning by actively identifying new areas for learning; regularly creating and taking advantage of learning opportunities for self and others, and applies newly gained knowledge and skill on the job. Maintains competence through continuing training and development 
  • Supports program policy and procedure development and is aware of and complies with all KCHC policies and procedures. 
  • Supports student and volunteer placement program.
  • On occasion, other temporary duties may be required.

Basic Education and Experience Requirements

  • Master’s level degree in business, public or health administration; or other relevant graduate degree. A combination of education and significant related work experience may be considered. Additional professional designation(s) relevant to position is a preferred asset.
  • Five to seven years of progressive relevant management experience in complex non-profit organizations or/and the health care sector. Senior financial and human resources management experience with significant levels of management and budgetary responsibilities. Full awareness of all related legislative requirements relevant for position.

Knowledge, Skills and Abilities (Please refer to competencies listed in the position summary)

  • Demonstrated broad based senior leadership skills including strong strategic visioning and planning, results-based management, and change management aligned with KCHC’s mission, vision, and values. Demonstrates sound judgment and ability to delegate. 
  • Financial and human resource management skills and abilities appropriate for the Director position
  • Effective communication skills (verbal and written) appropriate for a senior leader, including political/ organizational acuity, business acumen, the ability to foster effective relationship with funders, staff, and others. French language is an asset.
  • Skilled in the use of computers and relevant software applications including Microsoft Office Suite.
  • Proven ability leading and managing staff within diverse multi-disciplinary teams, and demonstrated success as a collaborator. This includes demonstrated interpersonal, teambuilding, mentoring skills which support innovation and organizational success within a rapidly changing and complex environment.
  • Technical knowledge appropriate to the portfolio and ability to apply relevant legislative requirements. 
  • Ability to apply quality improvement, and accountability reporting throughout the organization.
  • Demonstrated commitment to work under pressure, ability to prioritize, organize and manage multiple projects and demands, and ability to be flexible to achieve organizational goals. Excellent attention to detail, superior reliability, and able to meet the physical demands of the job.
  • Demonstrated commitment to continuous learning.

Other Requirements

  • Availability for evening hours and weekends, including a rotating manager on-call schedule.
  • Compliance with policies and procedures relevant to all new staff, including a current and satisfactory Criminal and Vulnerable Persons Check, and proof of immunizations.
